Hantengu Art is one of the Demon Arts you can obtain as a Demon when talking to the Alchemist at level 5 in Demon Purgatory. You can also get it by using Muzan Bloods which re-rolls your demon art. The chance of getting Hantengu Art from one is 1 in 40 or 2.5%.

This Blood Demon Art is a very versatile one as it has great range, long stuns, and includes good mobility.

Wind Lance The user pulls out a lance and slams it on the ground creating a cone shockwave of wind in front of you. Despite the cone only shooting out in front, the aoe and damage effects anyone that is around the user and close enough. Has a long startup. Yes No 10 ~35 3 30 seconds
Thunderbolt I-frame move where after 2 seconds, a thunder-bolt will fall on the user and create a shockwave around them. Anyone in the range will be hit with heavy knock-back and ragdolled for ~6 seconds. Yes Yes 0 20 3 1 minute
